Dean of Faculty

JOB TITLE:   Dean of Faculty International Agricultural University[IAU]

REPORTS TO: Deputy Rector Academic

PURPOSE:  To lead and manage the academic work of the faculty – the Academic Development and Deployment of the Academic Staff, the courses, as validated by the Royal Agricultural University [RAU] or any other academic course so designated.

The Dean is the Academic Leader of the Faculty and responsible for the development of the Academic profile of the Faculty and is the line manager of Academic Staff, responsible for the management of their academic input into the development of the Faculty, their performance review, professional development and deployment on duties with in the Faculty, this includes Teaching and Course Management, Research and Scholarly development, professional duties and contribution to the work and collegiate life of the university.

The Dean will be a member of the IAU Academic Council and also the Executive Group as such the Dean will contribute to the Strategic and Policy development of the University and share collective responsibility for the management of the University.

Specifically, the Dean will be required to be responsible for the maintenance of Academic Standards, QA systems, Staff Development and the design and development of courses offered at the university by advising the relevant RAU Academic School, and the Executive on:   

     – The performance of students on the RAU courses, Assessment process, outcomes and related areas such as offences

     – The development and maintenance of the QA systems in IAU and the interrelationship to that of the RAU

     – On the development and implementation a professional development programme for Academic reflecting the needs of IAU as well as the personal needs of Staff

     – The needs of the Uzbek economy and community, to inform the development of the IAU academic portfolio in particular

     – The strengths of Tashkent teaching staff in teaching and research

     – The current and required learning resources needed to maintain and enhance the quality of the courses validated at IAU

     – Issues associated with the protection of the RAU academic integrity and quality.

Note: The Dean will be appointed by IAU.   

The Dean is expected to be accountable for the following:

      – To provide academic leadership for the academic staff at IAU to ensure the provision of high-quality courses leading to the conferment of awards of the RAU/IAU

     – To be responsible for the maintenance and enhancement of the quality of teaching and learning and of research within the Faculty, fulfilling the requirements of IAU and the RAU and ensuring absolute integrity and consistency of assessment judgements. This will include all elements of the academic assessment process, including moderation and assessment at IAU and the overall academic liaison with the Schools at RAU.

     – To develop and enhance the curriculum in all subjects’ areas of the Faculty to meet the needs of modern Uzbek society and international requirements within the framework of undergraduate and postgraduate curricula in the UK, Europe and the international community

     – To develop and implement a professional development programme for Academic staff, reflecting the need to enhance the quality of the courses and the personal interest of staff.  To support in general the professional needs of staff as teachers and researchers.

     – To be responsible for the delivery, development and enhancement of the courses validated by the RAU or IAU or other institutions and to manage the overall quality assurance, and process of validation of the courses.

     – To be responsible for the Research Strategy of the Faculty and the development of the Academic and Scholarship profile of the Faculty.

     – To be responsible for the Teaching and Learning Strategy of the University

     – To assist in the promotion of the generation of income from all sources to support the work of the University in line with the IAU strategic objectives

     – To provide advice to the 1st Deputy Rector on the priorities for developing the capability of the University.

     – To be a member of the IAU Academic Council and support the development of the Academic policies of the new University. 

     – To be a member of the IAU Executive and assist with the development of the management of the University.

     – To be a member of the RAU/IAU partnership and governance groups as appropriate

     – To contribute as appropriate to the teaching and assessment programme.

     – To undertake any other duties as agreed with the 1st Deputy Rector.

– A first degree and a higher degree (Masters or Doctorate or equivalent professional qualification) in a related discipline of the Faculty, from different national systems of education.

– An established academic and professional reputation in one of the subjects of the Faculty, demonstrated by outputs that are recognised by international standards

  – The successful applicant, through their experience should be able to demonstrate:

     – a good understanding of the challenges of delivering higher education courses in a changing modern society  in the context of securing – internationally recognised awards.

    – an understanding of all academic areas of the faculty, experienced by teaching, research, consultancy, etc

    – an understanding of different educational environments, and the international norms of Higher Education.

   – Direct experience of the delivery collaborative courses with international partners would be advantageous.

Specifically the successful candidate will be expected to have good experience in:

     – Course development and introduction of new methods of teaching and learning

                   – Development of programmes

                  – Development and management of quality assurance procedures

                  – Promotion of research activities

                  – Effective leadership and management of staff in a changing environment

                  – Implementation of successful staff development initiatives

                  – Sound collaborative partnerships with organisations independent of universities.

– The post holder must have the ability to manage and develop Faculty staff by setting realistic and achievable objectives and maintaining the highest possible standards of quality.

     – Sound interpersonal skills, tenacity and the ability to take hard decisions and follow them through are essential for this post.

     – The ability to think strategically and to problem-solve is essential. Good influencing skills and  an effective management style will be needed for this key post to ensure that the post holder works effectively as both a team member and team leader.

     – Sensitivity to the culture and an understanding of the Region are essential, together with a positive commitment to internationalism in HE, the nature and development of International Standards in HE.

     – A high command of English, equivalent to a native academic speaker
