What makes IAU a special
and great place to study?

The International Agriculture University was established in 2022 by decree of the President of the Republic of Uzbekistan, in partnership with the Royal Agricultural University, a renowned British academic institution, operating under the patronage of the King Charles III. Graduates of the International Agriculture University will attain not only exceptional knowledge and skills in Tashkent, but also a diploma from the prestigious British university.

The International Agriculture University (IAU) will provide educational programs in Agriculture, Business Management, Agrologistics, Agroeconomics, Food Safety Management, Crop Production Management, Livestock Production Management and Farm Business Management. The registration process for new Academic year has already begun, with the option to enroll for a Bachelor’s Degree or a Foundation year that supplements the knowledge required by foreign universities, including enhancing proficiency in the English language. Notably, classes will be conducted in English, with the majority of lecturers being foreign experts. In academic year 2023/2024, there are ten foreign teachers from such countries, as the US, Canada, United Kingdom, Poland, Mexico and India. The university will also organize internships for students in distinguished foreign centers, such as institutes and agri-food business companies in Europe.

Prospective students can receive guidance and advice from the admissions committee in Tashkent and university representatives who travel to different cities across Uzbekistan. Young people frequently inquire about the rationale for choosing IAU. One persuasive argument is the prospect of obtaining a prestigious diploma, opening doors to professions that are in demand in the 21st century, such as a Manager in Agri-food Industry, Logistics Operator, Export & Import Expert, and Agri-food Engineer. The university acknowledges the career aspirations of women, whose intellectual potential can be channeled into business planning and controlling, scientific research, and international cooperation. Previous academic year, the University offered a unique opportunity to apply for scholarships for studies provided by the Ministry of Agriculture. University received more than 800 applications, and out of that 168 students were chosen as a first year grantees. IAU offers more than 200 grants for applicants for the next intake.

Supervisory Board

Jamshid Khodjayev

Deputy Prime Minister – Minister of Investments and Foreign Trade, Chairman of the Supervisory Board
Jamshid Khodjaev, Chairman of the Supervisory Board of IAU, graduated from the Tashkent State University of Economics and the University of Birmingham, UK. He has been working in the banking system since 2000, out of 14 years of work in the structure of the Central Bank of Uzbekistan. In 2017, he worked as First Deputy Chairman of the National Bank for Foreign Economic Affairs of Uzbekistan, where he supervised the departments of the treasury, foreign economic activity, information technology, and project financing. In August 2017 he took the position of First Deputy Chairman of the Accounts Chamber – Head of the Inspectorate for Control over the Completeness of State Budget Revenues. In November 2017, he was appointed as Minister of Foreign Trade and in January 2019 appointed as Minister of Agriculture. Since July 2022 Mr. Khodjaev is Deputy Prime Minister – Minister of Investments and Foreign Trade of the Republic of Uzbekistan.

Alisher Shukurov

Deputy Minister of Agriculture – Deputy Chairman of the Supervisory Board
Alisher Shukurov, Deputy Chairman of the Supervisory Board of IAU is also the Deputy Minister of Agriculture of the Republic of Uzbekistan. He graduated from University of Greifswald (Masters in Ecology). He used to be the Assistant at the FAO Representative in Uzbekistan. Mr. Shukurov was Leading Specialist-Chief Expert in the governmental departments responsible for Forestry, Agriculture and Water Resources.

Ilkhom Norkulov

First Deputy Minister of Economic Development and Poverty Reduction

Ilkhom Norkulov, member of the IAU Supervisory Board, holds the post of First Deputy Minister of Economic Development and Poverty Reduction of the Republic of Uzbekistan. Mr. Norkulov graduated  from Tashkent State University of Economics (International Economic Relations) and from Glasgow University (UK) in Economic Development.  He has worked in the Ministry of Economy and in the manufacturing sector. In 2010, he joined the Central Bank as Chief Economist. He was Head of the Central Bank’s Monetary Policy Department and Deputy Head of the Central Bank of Uzbekistan.

Rakhimjon Khakimov

Deputy Minister of Higher and Secondary Special Education

Ilkhom Norkulov, member of the IAU Supervisory Board, holds the post of First Deputy Minister of Economic Development and Poverty Reduction of the Republic of Uzbekistan. Mr. Norkulov graduated  from Tashkent State University of Economics (International Economic Relations) and from Glasgow University (UK) in Economic Development.  He has worked in the Ministry of Economy and in the manufacturing sector. In 2010, he joined the Central Bank as Chief Economist. He was Head of the Central Bank’s Monetary Policy Department and Deputy Head of the Central Bank of Uzbekistan.

Alisher Turaev

Deputy Minister of Agriculture – General Director of the National Center for Knowledge and Innovation in Agriculture

Alisher Turaev, member of the IAU Supervisory Board, holds a post of  Deputy Minister of Agriculture of the Republic of Uzbekistan – General Director of the National Center for Knowledge and Innovation in Agriculture. He is a biologist-geneticist by profession, graduated from the Moscow State University named after M.V. Lomonosov. He worked at the University of Vienna, Moscow State University, Physics and Technology Institute of the Russian Federation. He has been working as a professor at the Department of Genetics, Breeding and Seed Production of Agricultural Crops of the Tashkent State Agrarian University.

Peter Mc.Caffery

Vice Chancellor of the Royal Agricultural University (Great Britain)

Professor Peter McCaffery, Vice Chancellor of the Royal Agricultural University (Great Britain), has over thirty-five years leadership, management, teaching and research experience across a range of institutions from Further Education Colleges to USA Ivy League University, including as Vice Chancellor and Chief Executive at the University of Cumbria and Deputy Vice Chancellor at London Metropolitan University.

Awarded a PhD by the London School of Economics, he was an Idlewild Fellow at the University of Pennsylvania where he pioneered new modes of inquiry into political corruption in the American city.

A Winston Churchill Fellow and a UUK nominee to the Cabinet Office Top Management Programme Peter has acted as a consultant for a variety of bodies including the British Council, the governments of Botswana and Jamaica and the Centre for HE, Germany.

Awarded a National Leadership Fellowship by the Leadership Foundation for HE, he pioneered a Wider Management Mentoring Programme at London South Bank University for the university’s BME managers in partnership with the public and private sector, and led the equality and diversity team whose work was showcased by the Higher Education Funding Council (HEFCE)\ in their Sustaining Excellence in HE Review.

Peter is also the UK editor, author and collaborator for the Epigeum (Oxford University Press) project that pioneered the first world class, online programme with global reach on university leadership and management development, derivative of his: The HE Manager’s Handbook: Effective Leadership and Management in Universities and Colleges (Routledge, 2018). 

Juozas Augutis

Rector of the Great Vytautas University (Vytautas Magnus University, Lithuania)

Professor Juozas Augutis, Rector of the Vytautas Magnus University, Lithuania. He graduated from the Faculty of Mathematics and Mechanics in Vilnius University. He worked as assistant at the Šiauliai Faculty Department of General Subjects and the Department of Higher Mathematics in Kaunas Polytechnic Institute. In 1986 he earned the degree of Candidate of Mathematical Sciences. Until 1991, Professor Augutis worked at Kaunas Polytechnic Institute. From 1991 he worked at the Department of Mathematics in Vytautas Magnus University. From 1993 until 2006, Prof. Augutis served as the VMU Student Dean and Director of VMU Office of Student Affairs. From late August 2006, he has been the VMU Vice-Rector for Research and since 2009 he has been the head of the Energy Security Research Centre at the Lithuanian Energy Institute and VMU.

His research priorities include probability theory, risk analysis, system reliability, energy safety. He has published 1 monograph, 1 book of problems, more than 150 scientific publications. He has edited and reviewed textbooks, monographs and methodical material. He is also a member of editorial boards of 2 prestigious scientific periodicals. Professor Augutis has supervised 4 successfully defended doctoral dissertations, chaired habilitation procedure and habilitated doctoral defence committees.  He has read over 70 papers in global scientific conferences, participated in international scientific-analytical projects and conducted applied research in Lithuania.

Jose Julián Garde Lorez-Brea

Rector of the University of Castilla-La Mancha (Spain)

Jose Julián Garde Lorez-Brea, Rector of the University of Castilla-La Mancha (Spain). He graduated in Veterinary in 1989. PhD (1993) in Complutense University of Madrid. Full professor since April 2003 and Full Member of the Royal Spanish Academy of Veterinary Sciences since 2006 Visiting Professor (Argentina 1994, and 1995; Italy 2010 and 2016). Head of National Wildlife Research Institute (CSIC-UCLM-JCCM) since 2003 to 2004. Vice-Chancellor for Research and Scientific Policy from Castilla-La Mancha University since 2011 to 2020. President of Ethics Committee from UCLM since 2011. Coordinator of Campus of Excellence International in Energy and Environment Science from UCLM since 2011 to 2020. Member of Research Strategy Committee, Castilla-La Mancha, Spain, since 2014. President of Reseach Commission from UCLM since 2011. President of Doctoral Committee from UCLM since 2011. Member of different panels of the Spanish National Science Foundation and the Spanish Ministry of Education and Science, regarding Animal Production. From 2003 to 2012 coordinator of the Doctoral Education Program of the Ministry of Science and Innovation (area Veterinary Science). Member (area animal production) of National Evaluation and Foresight Agency (ANEP) since 2006 to 2009. Member of National Evaluation Commission (Committee 6.1) on Research Activities (CNEAI) since to 2011 to 2012. President of National Evaluation Commission (Committee 6.1) on Research Activities (CNEAI) during 2013. Member of Executive Committee of Research Commission from CRUE (Conferencia de Rectores de Universidades Públicas Españolas) since 2017 to 2020. Head of the Spanish Network in Animal Spermatology (MINECO) since 2017 (Coordinating: 7 spanish research group and more than 75 researchers).

Alan P. France

International Education Expert (United Kingdom)

Alan is the member of the IAU board. Alan was appointed as 1st Deputy Rector of the University of Westminster to lead the development of Westminster International University in Tashkent (WIUT). Before joining the University of Westminster Alan was Dean of the Lancashire Business School for 11+ years and as a Senior Business consultant to major corporations on the development and implementation of Technological change. As Dean he was responsible for a range of International Education Capacity building projects in Poland, Ukraine, Ethiopia, South Africa, China and oversaw the Internationalisation of the Business School. His first foray into international education was in 1984 when he established a network of Business Schools in the N.E. UK, Southern Germany, South East France and North Italy Alan teaches Business Strategy and his research interests are in the area of TransNational Education with a focus on Governance, Regulation and Reputation of TNE institutions vis a vis, Home institutions. He was awarded an O.B.E. by the Queen in 2011 for services to UK Higher Education in an International Context.

He studied in the University of Liverpool, MBA, Business Administration and Management, General, 1974 – 1976; And University of Leeds, PG Cert in Teaching, Higher Education, 1978 – 1979; and later at HEC Paris, ITP, Management Development – ITP International Teachers Programme, 1985-1985.

Munira Aminova

Acting Rector of the International Agricultural University – Secretary of the Supervisory Board

Dr. Munira Aminova is newly appointed Rector of International Agriculture University. She has a long-standing career as an academic. She worked in the European, UK and the US universities for the last 19 years. The last 14 years she lived in Belgium and worked at the Vrije Universiteit Belgium in different capacities. She was a Dean of a business school with 3 branches in Brussels, Luxembourg and Shanghai.

Munira Aminova holds a PhD from Vrije Universiteit Brussel in Political Sciences (2011). She also holds an MBA in Public Service from University of Birmingham (UK).

Beyond her academic career, she is a leading expert in entrepreneurship and innovation, as well as public administration, governance and civil service. She has also continuously advised a wide range of international organizations, such as the United Nations, UNDP, USAID, ZEF, IWMI and others. Since 2018 Munira Aminova has been working together with the International Telecommunication Union (ITU) in a capacity of Regional Consultant. Munira Aminova is also an expert evaluator for the EU projects Erasmus+ and Horizon2020.
